Polliwiggle's Puissancy Probe

What's it called? Polliwiggle's Puissancy Probe (in short, PPP)

What does it do? Well, not much, really. It has the most chances of wining the 'most useless toy spell' competition... What the spell does is measure the magic 'puissancy' (that is, power) of anyone you cast it on. I imagine it is a general equivalent to the 'consider' command, but as relates to wizardly skill prowess.
I've personally got the following results on casting: ‘amazingly puissant’, ‘fairly puissant’, ‘moderately puissant’ and ‘not at all puissant’

Where is it? It could be anywhere, really, but as you could say it is a spell for those of an inquisitive nature, it sleeps inside the Everything You Ever Wanted To Know About Everything grimoire, at the Unseen University Library.

What does it require? Nothing. Someone on which to cast it.

What skills do I need? Divining, Divining (2)

Has it worked? The proper output should read something like this:

You prepare to cast Polliwiggle's Puissancy Probe on xxx.
You stare hard at xxx, watching the flows of magic around him.
You turn your head and watch xxx from the corner of your eye.
From the flows of magic, you guess that xxx is ... (see above).
